Having issues with bad ballasts...

I have two 40w units on my pond and have now had 3 bad ballasts in 1 1/2 years. Las Vegas is hot and they are not submerged so they are overheating. I have had a Laguna product on my other pond for 6+ years in the same conditions and no problems.

I've owned this clarifier for about 2 years, and I'm also having problems with ballasts overheating, now needing a 3rd replacement.
